Weinstein was on duty on 25 December 2004 and was the first one to record the massiv earthquake in South Asia, which caused the devastating tsunami (25 December local time Hawaii, 26 December in South Asia). 14 minutes later he warned in a first bulletin the neighbouring states of the Pacific. The centre is responsible for this region, not for the Indian Ocean, where it is already night and where the devastating tsunami is brewing. Whereas swimming measuring buoys, which record flood waves far away from the coast precisely to the centimetre and are able to transmit the data within seconds, have being existing for the last six years in the Pacific, the Indian Ocean is a completely unknown size.
